TWO HEAD COVERINGS WHILE MAKING A BLESSING

Regarding the custom of wearing two head covering while making a blessing, do the two layers of material in my kippa comprise two coverings, or is it considered one? I have seen people use toilet paper under their kippa and it shows, and since I tend to be disorganised I am sure that’s what would happen to me. So what is the required practice and how is it worthwhile conducting myself?

To the best of my knowledge the two layers of material in a kippa comprise one covering. You could perhaps put another smaller kippa underneath, or just cover your head with your hand while making the blessing.
