What is the Chabad custom regarding a mourner leading the prayer services?

Sefer HaMinhagim states that on Rosh Chodesh, and on every day that there is a Mussaf prayer, a mourner does not lead the prayer services, not even for the Mincha and Maariv prayers. On Chanuka, he may lead the services with the exception of saying Hallel.
