When a person prays alone, why are the prayers in targum not said?

Various Halachic authorities say that the prayers in targum are not said by a person praying alone because the angels do not understand Aramaic. When there is a minyan (prayer quorum) however, the congregation is not in need of the angels because the Divine Presence rests upon a minyan.
