Can a jewish person make a Brocha on

Can a jewish person make a Brocha on bread with out washing hands? If that possible?

Shalom and thank you for your question! If a Jewish person is traveling and finds him/herself at a certain distance from water, approximately 72 minutes walking distance from one’s destination or 18 minutes walking distance from the point of origin, he/she can wrap their hand, or wrap the bread, in a manner that prevents contact between the hand and the uncovered bread.
It is preferable to avoid such a situation if possible. Today in some places there are breads available on which the blessing ‘borei minei mezonot’ can be said.

In a case of danger like war, one is not obligated to wash for bread.

Regarding ‘bread’ on which the mezonot blessing is made, this refers to bread where the amount of liquid ingredients other than water is more than the amount of water, for example, 1 cup of oil, 1 cup of pure fruit juice, and 1 cup of water, as opposed to 2 cups of water and 1 cup of oil. The majority in the first example is liquid other than water, and the blessing is mezonot. The majority in the second example is water, and the blessing is hamotzie.
If a person wants to eat a meal it is better to wash for bread and say the blessing of hamotzie on regular bread and then eat the mezonot bread, unless there are extenuating circumstances as mentioned above.
