I have heard that there are places where people wait only 3 hours after eating meat before eating dairy. Is this a proper practice and may a person take it upon themselves?

The custom of waiting only three hours after meat before eating dairy originated in the areas around Holland. This custom was not accepted by the majority, and everyone who identifies strongly with Torah values should be stringent.
This custom however, can be used as a basis for permitting the eating of dairy in the case of a person who is ill and it is hard for them to wait six hours,
