Is it permissible to undergo dental treatment during the ‘Three Weeks’ (period of mourning for the destruction of the Temple from the 17th of Tammuz through till the 9th of Av on the Hebrew calendar, when it is preferable not to undergo surgery or travel for pleasure because it is considered a non-auspicious time)?

Regular dental treatment such as fillings may be undergone during the ‘Three Weeks’. It is preferable to refrain from more complex treatments, unless one is in severe pain, or the next available appointment would be too far away.
