Thinking words of Torah

If I am in a situation where I am unable to learn Torah, is there any purpose to having words of Torah in mind?

There are many conflicting opinions as to whether or not having the words in mind is in the same category as speaking words of Torah. Torah scholars throughout the generations have written that in every case that a person is unable to learn Torah by speaking or listening, he should make an effort to think about words of Torah, since even though he is not technically fulfilling the mitzvah of learning Torah, he is nevertheless deserving of reward.
