I work in a non-profit organization, and according to law, I must have three price offers for every product that the organization purchases. I already know who I wish to buy from, but I keep requesting proposals from other companies who I know I will not buy from. Does this not constitute ‘gneivat da’at’? (Dishonesty)

Taking proposals from various companies does not constitute ‘gneivat da’at’, (dishonesty) because these companies are aware that people accept proposals from several companies, and they are not counting on your business specifically.
