Putting on Tefillin after sunset:
If a person is doing Mivtzoim, (reaching out to others to encourage them to perform Mitzvot) and after sunset meets a Jew who has not yet donned Tefillin that day, what should he do?
Answer: He should put the Tefillin on him after sunset if it is before the stars have come out (according to the regularly accepted time – not according to the Rabbeinu Tam system), but he should not say the blessing with him. It is best to do it in a private place
