Food under Seat when Traveling

If I travel in a train or boat and have food under my seat, can it be eaten?

Many authorities state that the problem of having food under one’s seat at night, is only when the food is lying on the ground. If it is in the air, like in a plane, or in the water, like in a boat, it is not a problem.
